Office of Student Development and Services
The Office Student Services of Hua Siong College of Iloilo is tasked to attend and provide services to students, as well as other sectors of the academic community. The office provides an enriching school life and serves as a vehicle for more productive activities and endeavors that lead towards the attainment of the present Vision, Mission and Objectives of Hua Siong College of Iloilo.
Programs
The Office Student Services responds to the demands of the learners, specifically for the realization of students’ holistic development. The following programs/services are offered: Guidance Program, Student Organizations Development Program, Scholarship and Student Privileges, Student Publication, Moral and Development Program, Placement Program, and Student Discipline.
Guidance Programs
Guidance Associates conduct individual routine interview; facilitate group
guidance activities and homeroom guidance; conduct career guidance and counseling; and sponsor various programs/activities.
Such activities further discover student’s aptitudes, interest, personality, abilities and talents for their optimum development; discover and facilitate the acquisition of scholastic and social skills they need to will help them in their adjustments in the college community and in the wider society.
The Guidance Associates perform other tasks, namely: test administration and interpretation, referral service, consultation services, conducting researches and
evaluation, developing guidance materials and maintenance of student guidance file.
The Guidance Program has the following specific objectives:
- To collect and make readily available relevant educational, vocational, personal and other important information needed by the students in order to make wise choices.
- To gather data from an individual student for better understanding of his/her growth and areas of development which need special attention.
- To compile collected information from individual students that can be utilized in making decisions through an effective program of counseling.
- To assist students for better adjustment and where his/her abilities and interests are best challenged.
- To provide wholesome and challenging activities that would assist an individual student in making the most of his/her strength and in compensating for weakness that interfere with his/her progress.
The above objectives are achieved through cooperative relationships among the home, school, community and through the implementation of the following Guidance Services:
1. Individual Inventory Service
Understanding the individual is of first importance in carrying out an effective guidance program. It is in this sense that activities are sponsored to provide a complete account of the student’s background, interests, activities and plans relating to the present and the future.
2. Information Service
It is a comprehensive and systematic collection and dissemination of information outside the individual through various programs to assist students in their personal-social, academic and career planning.
3. Counseling Services
Counseling provides a situation in which the student is stimulated to evaluate himself and his opportunities, to choose, to accept responsibility for his choice. To achieve this objective, and to be of greater access to the students, individual and group counseling are held.

Testing Service | This service administers and evaluates tests that provide valuable knowledge concerning the psychological makeup of the students in terms of his abilities, achievements, in terms of his abilities, achievement, interests, aptitudes, personality, etc. Information/data obtained from the test can be of help to the guidance counselors and associates, the students meet their problems.

Placement Services | This is a process of assisting a student find a place where he could adjust himself satisfactorily and where his abilities and interests are challenged. Educational as well as vocational placement is conducted through the following activities:

Hua Siong Scholarship Grants
1. PRESIDENT’S SCHOLARSHIP PROGRAM (PSP)
This scholarship program is open to all incoming Grade 7 learners who are from any public and private schools including Hua Siong College of Iloilo.
This scholarship program is given to a qualified learner until Grade 12. However, in order to qualify for the said scholarship program, a learner must meet the following requirements:
A. UPON ENTRY AS GRADE 7
i. The applicant must present a Certificate from the Elementary/Grade School Principal stating that he/she belongs to the Top 3 of the Graduating Class.
ii. He/She will be given FULL FREE TUITION; however, he/she must pay the school’s miscellaneous fee.
B. RETENTION
In order to maintain the scholarship in the succeeding grade levels or Grade 8 up to Grade 12, he/she must meet the following requirements:
i. He/She must have a General Average of 90% and above and will be given the following benefits.

ii. He/She must have no failing grade in any subject in any grading period and with a General Average of 80% in Chinese Class.

C. Failure to meet the above requirements will automatically mean the cancellation of the scholarship grant. No reapplication will be accepted.
D. Application for the said scholarship program is subject for approval by the Scholarship Committee.
2. EXECUTIVE SCHOLARSHIP PROGRAM (ESP)
This scholarship program is open to all incoming Grade 11 learners who are from any private school. This scholarship program is given to a qualified learner until Grade 12. However, in order to qualify for the said scholarship program, a learner must meet the following requirements:
A. UPON ENTRY AS GRADE 7
i. The applicant must present a Certificate from the Junior High School Principal stating that he/she belongs to the Top 3 of the entire completer class.
ii. He/She will be given FULL FREE TUITION; however, he/she must pay the school’s miscellaneous fee.
iii. Government vouchers will be waived in favor of the school.
B. RETENTION
In order to maintain the scholarship in the succeeding grade level or Grade 12, he/she must meet the following requirements:

3. CHAIRMAN’S SCHOLARSHIP PROGRAM
The Chairman’s Scholarship Program is a special offering to deserving learners who meet the requirements set by the Committee. This scholarship program is open to Grade 3 to 11 applicants who are from any public school.
A. SCHOLARSHIP ELIGIBILITY REQUIREMENTS
a. ELIGIBILITY REQUIREMENTS
In order to qualify for the said scholarship program, an applicant must meet the following requirements:
- Family gross annual income must not exceed Php 400,000.
- Must not have been reported for any misconduct to the Discipline Office of his/her school.
- For incoming learners’ applicant, one must have a General Average of 94%.
b. DOCUMENTARY REQUIREMENTS
In addition to the above requirements, the following documents should be submitted. Failure to submit any one (1) of the said requirements will automatically disqualify the applicant.
- Original and certified true copy of Progress Report Card bearing the signature in ink of the school principal and registrar of his/her previous school.
- Latest ITR of the applicant’s parents/legal guardians. If parents/legal guardians are unemployed, a certification from the Barangay Captain or BIR must be submitted.
- Certificate of employment stating the salary of applicant’s parents/legal guardians. If parents/legal guardians are unemployed, a certification from the Barangay Captain must be submitted.
- Current electric bill/statement of account under the name of the parent/legal guardian.
B. ADMISSION REQUIREMENTS
- An applicant must go through the proper admission procedures.
- He/She must take the entrance exam and pass all the subjects.
C. RETENTION
In order to maintain the scholarship in the succeeding grade levels, he/she must meet the following requirements:
- He/She must have a General average of 94% and above.
- He/She must have at least a General Average of 85% in Chinese class.
- He/She must have no failing grade in any grading period and with a Final Grade of at least 85% in Conduct.
D. CESSATION
Failure to meet the above requirements will automatically mean cancellation of the scholarship grant. No reapplication will be accepted.
E. BENEFIT/PRIVILEGE
Full free tuition and fees in excess of FAPE grant (FAPE in favor of school)
F. SUBMISSION OF DOCUMENTS
Submit the following to the Office of Student Affairs on or before 2Nd week of May of the current year.
- Duly accomplished application form
- Required documents
- 3pcs. 2×2 ID picture (in white background) with name tag
G. Other fees shall be collected from the scholars who avail of a Full free Tuition and Miscellaneous fee.
H. Application for the said scholarship program is subject for approval by the Scholarship Committee.
4. SENIOR HIGH SCHOOL VOUCHER SCHOLARSHIP PROGRAM
The SENIOR HIGH SCHOOL VOUCHER PROGRAM is a special program offered to deserving incoming Grade 11 learners who are from any public school since they are automatic voucher grantees.
A. SCHOLARSHIP ELIGIBILITY REQUIREMENTS
a. ELIGIBILITY REQUIREMENTS
In order to qualify for the said scholarship program, an applicant must meet the following requirements:
- Must be a Junior High School completer from any public school
- Must not have been reported for any misconduct to the Discipline Office of his/ her school.
B. DOCUMENTARY REQUIREMENTS
In addition to the above requirements, the following documents should be submitted. Failure to submit any one (1) of the said requirements will automatically disqualify the applicant.
- Original and certified true copy of Progress Report Card bearing the signature in ink of the school principal and registrar of his/ her previous school.
C. ADMISSION REQUIREMENTS
- Failure to comply with the guidelines means forfeiture of scholarship grant.
- An applicant must go through the proper admission procedures.
- He/ She must take the entrance exam and undergo a personal interview with the Department Head.
C. RETENTION
In order to maintain the scholarship in the succeeding grade levels, he/ she must meet the following requirements:
- He/ She must pass all the subjects.
- He/ She must have no failing grade in any grading period and with a Final Grade of at least 85% in Conduct.
- Failure to meet the above requirements mean cancellation of the scholarship grant.
D. CESSATION
Failure to meet the above requirements will automatically mean cancellation of the scholarship grant. No reapplication will be accepted.
E. BENEFIT/PRIVILEGE
Full free tuition and fees in excess of Voucher Grant
F. SUBMISSION OF DOCUMENTS
Submit the following to the Office of Student Affairs on or before 2Nd week of May of the current year.

G. Other fees shall be collected from the scholars who avail of a Full free Tuition and Miscellaneous fee.

5. EMPLOYEES SCHOLARSHIP PROGRAM
This scholarship program is open to all children, including legally adopted children, of Hua Siong College of Iloilo employees. All employees who wish to avail of the said scholarship must apply for the said program every school year. There will be no limit for the number of children an employee may enlist for this scholarship.
A. ELIGIBILITY REQUIREMENTS AND PRIVILEGE
a. Children of tenured employees who have rendered continuous service of 4 years and more:
– Basic Education Department: Full free tuition and miscellaneous
– College Department: 30% discount on tuition fee, miscellaneous and other fees to be paid (Effective school year 2022-2023)
b. Children of returnees or those who have rendered broken service:
– Basic Education Department: Full free tuition only
– College Department: 20% discount on tuition fee, miscellaneous and other fees to be paid (Effective school year 2022-2023)
c. Children of probationary employees or those who have rendered service of 3 years and below:
– Basic Education Department: Full free tuition only
– College Department: 20% discount on tuition fee, miscellaneous and other fees to be paid (Effective school year 2022-2023)
B. RETENTION
- He/ She must pass all the subjects.
- He/ She must have no failing grade in any grading period and with a Final Grade of at least 85% in Conduct.
C. Failure to meet the above requirements will automatically mean cancellation of the scholarship grant thus, the employee shall pay the tuition and miscellaneous fee through salary deduction. FAPE in favor of school.
D. Application for the said scholarship program is subject for approval by the Scholarship Committee.
6. SPORTS SCHOLARSHIP PROGRAM
A. CLASSIFICATION
- Regular Paying Athlete (RPA)
- Recruited Athlete (RA)
- Special Cases Athlete (SCA)
a. Regular Paying Athlete (RPA) – is a regular student who is paying his/her tuition and miscellaneous fees, and is a member of a certain sport (individual/team event) who achieved a medal in ISSA, PRISAA and other related games recognized by our school. The athlete is asking for a privilege in tuition, especially when they are winning in the respective competition they are joining.
b. Recruit Athletes (RA) – are top-level student athletes from other schools. They are top-performing athletes who are recruited by our school sports officials to study and play for us.
c. Special Cases Athletes (SCA) – are athletes who have the potential to bring honor to the school. They are performing athletes who are being targeted and recruited by other schools to play for them and AGAINST us, most especially the basketball players.
B. BENEFITS/PRIVILEGE
This benefit shall be enjoyed by the athletes in the next school year.

C. TERMS AND CONDITIONS:
The following standards must be met by an athlete in order to enjoy the benefits/privileges stated above:
- No failing grade (74 and below) in any subject
- No major offense committed or reported to the Discipline Office
- Full or total obedience to the coaches and school officials
D. PROCEDURES ON GRANTING THE SCHOLARSHIP
1. Respective coaches will submit a list of athletes for recommendation to the Overall Sports Coordinator.
2. The Overall Sports Coordinator will assess and submit the final list of shortlisted athletes to HSCI Board of Trustees – Sports Committee for approval.
E. Other fees shall be collected from the scholars who avail of a Full free Tuition and Miscellaneous fee
F. Application for the said program is subject for approval by the Scholarship Committee.
7. FINANCIAL GRANT-IN-AID PROGRAM (FGP)
This scholarship program is open to all Hua Siong learners from Grades 1-12. In order to qualify for the said scholarship program, a learner must meet the following requirements. Failure to meet and submit ALL the said requirements will automatically disqualify the learner from availing of the said program.
A. ELIGIBILITY REQUIREMENTS AND PRIVILEGE
i. The learner must have a General Average of 80% in both English and Chinese Class.
ii. He/She must have no failing grade in any subject in any grading period.
iii. Family gross annual income must not exceed Php450,000. However, parents’ gross income should be according to the following based on the number of child/children in the family:
– Only child – Php300,000
– Two children – Php350,000
– Three children – Php400,000
– Four children or more – Php 450,000
iv. He/She must not have been reported for any misconduct to the Discipline Office.
B. DOCUMENTARY REQUIREMENTS
The following documents should be submitted in order for the learner to qualify. Failure to submit any one (1) of the said requirements will be automatically disqualify the learner from availing of the said program.
i. Original and photocopy of the current Progress Report Card
ii. Latest ITR of applicant’s parents/legal guardians
iii. Certificate of employment stating the annual salary of applicant’s parents/legal guardians.
iv. Current electric bill / statement of account under the name of the parent/guardian
C. MONETARY GRANT
Once approved, a learner will be given a maximum of Php15,000 and a minimum of Php 3,000 as financial grant, and is deductible from his/her Tuition and Fees. FAPE to be returned to learners.
D. Application for the said program is subject for approval by the Scholarship Committee.
The Tree of Hope Scholarship Program offers scholarships to high school learners. This scholarship offers six (6) years of free education at Hua Siong College of Iloilo.
This scholarship program is open to all incoming Grade 7 learners who graduated from any public elementary school duly recognized by the Department of Education.
A. ELIGIBILITY REQUIREMENTS
In order to qualify for the said scholarship program, an applicant must meet the criteria set by the committee:
- A graduating elementary learner from schools duly recognized by the Department of Education.
- Have a final average of 90% or higher and a minimum final grade of 85% in all subjects.
- Family gross annual income must not exceed P350,000.00.
- Certificate of good conduct and behavior as certified by the Guidance Counselor of the school.
B. DOCUMENTARY REQUIREMENTS
In addition to the above requirements, the following documents should be submitted. Failure to submit any one (1) of the said requirements will automatically disqualify the applicant.
- Original and certified true copy of Progress Report Card bearing the signature in ink of the School Principal ad Registrar where he/she graduated.
- Latest Income Tax Return (ITR) of applicant’s parents/legal guardians. If parents/legal guardians are unemployed, a certification from the Barangay Captain or BIR must be submitted.
- Certificate of Employment stating the annual salary of applicant’s parents/legal guardians. If parents/legal guardians are unemployed, a certification from the Barangay Captain must be submitted.
- Current electricity bill/ statement of account under the name of the parent/legal guardian.
C. ADMISSION REQUIREMENTS
- An applicant must go through the proper admission procedures.
- He/She must take the qualifying examination and be among the top scorers.
- Must pass the interview, background check and home visitation by the scholarship committee.
D. RETENTION
In order to maintain the scholarship in the succeeding grade levels or Grade 8 up to Grade 12, the scholar must meet the following requirements:
- He/She must have a General Average of 90% and above.
- He/She must have no failing grade in both English and Chinese subjects in any grading period, with at least 85% in Chinese Class, and with a Final Grade of at least 85% in Conduct.
- He/She must not have committed any major offense.
D. CESSATION
Failure to meet the above requirements will automatically mean cancellation of the scholarship grant. No reapplication will be accepted.

Student Discipline
The school recognizes the importance of right conduct and discipline of the learners and their pursuit of education. Cases of learners’ misconduct/misbehaviors beyond the parameters of effective counseling process are referred to the Discipline and Formation Office which is in-charge of the judicious implementation of the Student Code of Conduct and Discipline.
Health Services
a. Hua Siong E-Konsulta: Online Medical Consultation
As modern medicine allows people to live longer, the demand for primary health care providers is expected to rise especially in this time of pandemic. Hua Siong College of Iloilo’s Medical Team finds ways to reach out to everyone without needing to visit our school clinic.
The Office of Student Services aims to make health care services accessible, available, and convenient to the whole Hua Siong community – parents, employees, and learners with limited mobility, time, or transportation options. It also provides support for self-management of health care anytime, anywhere.
Thus, to extend help and continue to provide primary health services to the Hua Siong community, an initiative was conceptualized, the “Hua Siong E-Konsulta: An Online Medical Consultation”.
E-Konsulta is a free online medical consultation with our school physician and school nurses to provide the primary health care needs of our Hua Siong members in this time of pandemic through Facebook and Messenger.
E-Konsulta is a quick and convenient online consultation initiative where you fill in an online form or speak to someone virtually about a health issue. It’s a secure way to digitally contact and consult with Hua Siong healthcare professionals
Library Services
A. BIN BAG Project (Books-in-a-Bag)
- Books in a bag program as conceptualized fitting to the need of today’s educational platform. This literacy program is an initiative that provides our learners with book bags on loan, filled with quality fiction collections appropriate for our learners. The school offers a curbside book pick-up option for the families of our bonafide students.
B. Scholastic Literacy Pro
- An online or offline, adaptive reading assessment that measures students’ reading comprehension level
- Provides educators and parents with actionable reports
- Matches students to the right books
*The LitPro Test is adaptive, and the questions presented are individualized to student performance.
Student Activities
Recollection is one of the programs that the office is offering to cater the spiritual needs of the learners. It is a half-day activity for non-graduating learners from Grades 4 until Senior High School. Learners are not required but are highly encouraged to attend the said activity. The aim of the recollection is to provide the learners a moment of prayer, reflection, and sharing to have a deeper understanding of who they are and find God’s presence in their experiences.
B. RETREAT
Retreat is one of the programs that the office is offering to cater the spiritual needs of the learners. It is a half-day activity for graduating learners from Grade 6, Grade 10, and Grade 12. Learners are not required but highly encouraged to attend the said activity. The aim of the Retreat is to provide the learners a moment of prayer, reflection, and sharing to have a deeper understanding of who they are and find God’s presence in their experiences. It is also time to rest, relax, breathe deeply, and be renewed by God.
C. LEADERSHIP TRAINING AND SEMINAR
Leadership training workshop helps learners develop essential leadership skills such as decision-making, problem-solving, and strategic thinking. These skills are crucial for personal and professional growth. Participating in leadership training can boost learners’ self-confidence. By engaging in activities that challenge them and receiving constructive feedback, learners become more self-assured in their abilities to lead and influence others.
